City Government

Westminster, California, is a general law city government by a five-member council. The council develops municipal policy by determining community needs and dividing available resources among these needs. City Council members are elected to four-year terms and the Mayor is elected to a two-year term. Elections are held in even numbered years with the Mayor's seat and two Council seats available at each election. Westminster operates under the Council/City Manager form of government, with the City Council appointing a professional manager.

PLANNING DIVISION STANDARDS AND REQUIREMENTS
The City of Westminster Planning Division, among other duties, advises the Planning Commission and City Council on various topics including architecture/design, environmental analysis, and land use. A central responsibility of the Planning Division is to implement the City’s comprehensive General Plan and Zoning Ordinance. For economic reasons, the City contracted with the Orange County Fire Authority in 1995. They provide basically the same services including fire prevention, fire education, paramedics, fire suppression and arson investigation. The department responds from three fire stations in the east, west and central areas of the City.
