Westminster’s City Manager serves as the Council appointed executive manager of the City. The City Manager’s Office is responsible for the implementation of decisions established by the Westminster City Council, and the coordination of those efforts through the various City departments. It provides administrative direction to the Department Heads and is responsible for managing the activities and operations of the City, ensuring the provision of quality services.

Develops human service and recreation programs for all ages in the community; coordinates the acquisition of development of parks and operates the Senior Center and Family Resource Center.

Finance

Manages the City's basic revenue and expenses with responsibility for treasury and cash management; purchasing; accounts payable; and accounts receivable for the City's funds.

Fire

For economic reasons, the City contracted with the Orange County Fire Authority in 1995. They provide basically the same services including fire prevention, fire education, paramedics, fire suppression and arson investigation. The department responds from three fire stations in the east, west and central areas of the City.

Human Resources & Risk Management

Human resources is committed to providing professional, proactive, quality services to internal and external customers. Committed to developing and maintaining a high quality of work life, adhering to equitable and ethical personnel standards and effectively managing
the risks to the City.
Risk Management manages the City's self-insured Workers' Compensation and Liability claims programs; oversees the procurement of excess and supplemental lines of coverage to safeguard the City; and works with operating departments to ensure a safe working environment.

This department is divides into six key functions: Patrol; Investigations; Traffic; Administrative Services; Records and Animal Control. The department also has a variety of specialized programs designed to meet the needs of residents and business owners.

Public Works

Designs and maintains the City's streets, traffic signals and water systems. They also maintain 21 parks; the Civic Center, including the award-winning All American Rose Garden; over 5,000 street trees; 15 water well and reservoir sites; City-owned drainage channels; street signs
and paving legends.
